Six to ten weeks is typical for a marketing site: two weeks discovery and design, four to six weeks build and content, then testing and launch. Landing systems can go live in two to three weeks.

Both, and we recommend based on who maintains the site afterwards. WordPress suits teams who publish frequently and want to self-serve. Custom PHP or headless builds suit applications with unusual logic, heavy integrations or strict performance requirements.
